A research team led by Huda Elmatsani, Ida Widianingsih, Heru Nurasa, Enjat Munajat, and Supriana Suwanda has conducted an important study exploring the evolution of leadership in government within the context of digital transformation. Using a bibliometric approach, the team analyzed 358 scholarly articles published between 2004 and 2023 to trace how leadership has progressed from the e-government era to the current digital age. This study has been published in Cogent Social Sciences (Publisher: Cogent OA) and is indexed in Q2.

The study reveals how academic focus and influential works have shifted over time, while also highlighting the growing importance of digital leadership in governance. It shows the emergence of leadership models that integrate strategic, transformational, and digital leadership, as well as the increasing demand for leaders who are capable of navigating technological change within global governmental structures.

In relation to SDG 9 (Industry, Innovation, and Infrastructure), this research underscores the vital role of innovative leadership in strengthening digital infrastructure and driving sustainable industrial transformation. By adapting leadership approaches to the challenges of the digital era, governments are better equipped to foster innovation, build resilient institutions, and create inclusive digital ecosystems.
