A research team from Graduate Program in Administrative Science, Faculty of Social and Political Sciences, Universitas Padjadjaran—Abdillah Abdillah, Ida Widianingsih, Rd Ahmad Buchari, and Heru Nurasa has conducted a significant study on the revitalization of the Citarum River through the “Citarum Harum” program. This study has been published in Discover Sustainability (Publisher: Springer Nature) and is indexed in Q3. This initiative encourages integrated collaboration among ministries, local governments, universities, the private sector, communities, and the Indonesian National Army (Tentara Nasional Indonesia, TNI) to restore the Citarum Watershed and improve the well-being of the populations residing along its banks.
The research describes the distinct contributions of each stakeholder, ranging from policy formulation and program oversight to knowledge generation, strategic partnerships, community involvement, and field-level enforcement. It also identifies critical challenges facing the watershed, including pollution, environmental degradation, sedimentation, inadequate infrastructure, rapid population growth, climate change, weak law enforcement, and insufficient inter-stakeholder coordination.
By highlighting the importance of strong policy frameworks, genuine inter-sectoral collaboration, and adaptive management strategies, the study proposes a comprehensive and transferable model for sustainable and resilient watershed governance—one that holds relevance for other regions confronting similar environmental issues.
