SYSTEMIC EXPLORATION: A METALOGUE ON WATER GOVERNANCE IN JAKARTA AND ENVIRONS

This conference paper reflects on the transition from siloed water management to systemic governance in order to safeguard biodiversity and protect water sources. The case study centers on West Java and Jakarta, situating water insecurity within the broader regional and climate governance challenges.

The twofold focus includes:
1. Systemic governance of water across scales — from upstream villages threatened by deforestation and groundwater loss, through Jakarta’s floodplains inhabited by the urban poor, to coastal areas where mangrove deforestation exacerbates flood risks and biodiversity loss.
2. Linking water governance with a circular green economy — fostering stakeholder engagement from upstream to downstream communities, integrating social, ecological, and economic perspectives.

The study argues that water security entails more than provision; it is fundamentally about protecting water sources. Drawing on Jakarta’s PPP water provision, the discussion emphasizes access, availability, and accountability as central to social and environmental justice.
The authors propose multi-stakeholder engagement and the creation of community-based cooperatives that can be scaled up, inspired by the One Village Many Enterprises model. This systemic approach requires policy networking, encouraging collaboration among government, NGOs, and SMEs to support the circular green economy.
