As natural disasters occur with increasing frequency, disaster management has become an urgent concern in Indonesia. This article analyzes the disaster management and mitigation strategies in Majene Regency (West Sulawesi) and Garut Regency (West Java) using a qualitative methodology, including interviews, document analysis, and thematic analysis with NVivo 12 Plus.
Findings reveal that both regions implemented community-based initiatives and municipal regulations. However, critical barriers remain:
The absence of comprehensive disaster insurance in both public and private sectors,
1. Limited administrative skills and resources,
2. Logistical and accessibility challenges in remote areas, which hinder evacuation and relief distribution.
3. Post-disaster recovery emphasized debris clearance, rehabilitation, and economic and psychological empowerment. The study highlights the importance of collaboration among government agencies, NGOs, the corporate sector, and communities in enhancing disaster resilience.
By advocating for community preparedness, stronger inter-agency collaboration, and disaster insurance, this research enriches disaster management literature and contributes to effective policy design. The study is directly relevant to SDG 13 (Climate Action).
