Adapting to climate change and multi-risk governance: toward sustainable adaptation and enhancing urban resilience—Indonesia

Climate change has intensified the occurrence of natural disasters in Indonesia over the past five years, causing extensive damage in urban areas and posing severe challenges to municipal governments in managing multi-risk governance. This article investigates strategies for sustainable climate adaptation and urban resilience in Bandung and Makassar, two climate-vulnerable cities in Indonesia.

Employing a qualitative-exploratory approach with interactive analysis, the study documents a wide range of climate impacts: erosion, shrinking coastal wetlands, seawater intrusion, reduced food production, infrastructure damage, declining clean water sources, respiratory diseases, floods, droughts, and other hydrological disasters.

Although various climate responses have been initiated, results remain far from optimal. The authors propose a sustainable adaptation approach that prioritizes social justice and environmental integrity to effectively address community vulnerability and ecological degradation.

The study contributes valuable insights into institutional approaches and adaptive sustainability measures, providing a framework for advancing resilience in Indonesian cities. It also serves as a reference for future research on multi-risk governance and climate action. This work directly supports SDG 10 (Reduce Inequalities)
