The programme has the vision to become a graduate study programme institution that is committed to excellence in the fields of organisation, management, development administration, and public  policy internationally. It also has the missions to:

1. Develop knowledge of public organisations, to conduct an audit (evaluation) of the existing public sector organisational posture, and formulate an ideal organisational structure and process model, as well as formulate a strategy for public sector administrative reform.
2. Develop knowledge of strategic management and functional management (mainly human resources management and public financial management, in the era of Industrial Revolution 4.0/Society 5.0).
3. Develop knowledge of public policy, to provide policy advocacy, in formulating academic papers, policy briefs, and legislative drafting.
4. Develop knowledge of development administration, to provide consultancy to formulate participatory and inclusive development models.
5. Manage research to develop scientific aspects and scientific applications in the fields of public organisation, public management, public policy, and development administration, and gain national or international recognition by publishing in accredited journals.

The Programme Educational Objectives (PEO) are to produce graduates who have strong competencies in public administration, are able to compete nationally and internationally, and can adapt to developments in science and technology to solve public problems. Additionally, the PEOs focus on developing ethical leaders guided by integrity, transparency, and accountability, while ensuring graduates are skilled in using information technology and data analytics for effective decision-making.
